Hard to argue with your identification of "enabling self-correction" as a differentiator between risks, and I'd turn it into a "angels on the head of a pin" type debate if I tried! (Though I COULD! LOL!).

Yes: enabling, and actually accomplishing, self-correction is of absolute importance, individually and collectively.
